Rather than reserving advanced AI for a small number of institutions, Zuckerberg argues that personal superintelligence could become a widely available tool, embedded in the apps billions of people already use.

The idea is striking not only because of the scale of the claim but because of Meta’s unique position to deliver it. Unlike many AI companies that require users to visit a separate platform or purchase new hardware, Meta can place AI directly inside Facebook, Instagram, WhatsApp, and Messenger. These apps are already part of daily life for more than three billion people. If Zuckerberg’s plan succeeds, superintelligence could arrive not as a dramatic new device or a separate service, but as an update quietly appearing alongside the usual collection of new buttons and features.

Meta’s massive reach makes the distribution plan plausible

Meta’s apps averaged 3.56 billion daily active users in March 2026. That number is difficult to overstate. It means that more than 40% of the world’s population opens at least one Meta app every single day. For comparison, no other technology company has a distribution network that even comes close. Google has billions of users across search and Android, but those services are more fragmented. Apple has a strong user base but relies on hardware sales. Meta’s apps are free, globally available, and deeply woven into social connections, entertainment, and communication.

More than one billion people already use Meta AI each month, according to the company. That makes Meta AI one of the most widely adopted chatbots in the world. The company has been steadily adding AI features to its apps, including smart assistants that can answer questions, generate images, summarize conversations, and help with tasks like planning trips or drafting messages. Zuckerberg’s new vision would take this much further, turning Meta AI into something closer to a superintelligent assistant that can reason, plan, and act on behalf of users.

The distribution strategy is unusually plausible because it does not require people to change their behavior. Users do not need to download a new application or learn a new interface. They simply continue opening the apps they already know, and the AI becomes more capable over time. For Meta, this is a massive competitive advantage. While OpenAI, Google, and Anthropic are all competing to build the most advanced models, Meta can focus on getting those models in front of the largest possible audience through the apps people already use every day.

Who still controls the superintelligence

Wide availability does not change who builds the technology. Stanford’s 2026 AI Index found that industry produced more than 90% of notable frontier models in 2025. The term “frontier models” refers to the most advanced AI systems that push the limits of what is technically possible. These models require enormous amounts of computing power, vast datasets, and highly skilled researchers. The resources needed to build them are concentrated among a small number of companies with deep pockets and specialized infrastructure.

Meta is certainly one of those companies. The company expects to spend between $125 billion and $145 billion on infrastructure in 2026 alone. That spending covers data centers, specialized AI chips, networking equipment, and the energy required to run massive training runs. It is a staggering sum, larger than the annual GDP of many small countries. But it also means that the decisions about how these models are built, what data they are trained on, and what safeguards they follow remain in the hands of Meta’s leadership, not in the hands of the billions of users who will interact with the AI.

Zuckerberg frames personal superintelligence as an alternative to advanced AI being controlled by a few institutions. Users would receive an assistant built and governed somewhere else, with its most important decisions made for them. This is a crucial distinction. Meta can decide what kinds of tasks the AI is allowed to perform, what information it can access, and what safety constraints it must follow. The company can also change those rules at any time, with little transparency for users.

This raises significant questions about autonomy, privacy, and power. If the AI is truly superintelligent, it could have the ability to influence user decisions in subtle ways. Do Americans actually want it?

Even if Meta can put superintelligence in front of billions of people, availability assumes an appetite that is not guaranteed. A June 2026 Pew survey found that 63% of Americans believe AI is advancing too quickly. That is a significant majority and reflects a broader anxiety about the pace of AI development. Many people are worried about job displacement, misinformation, privacy loss, and the possibility that AI systems could make harmful mistakes. The rapid release of increasingly capable models has heightened these fears, especially as AI-generated content becomes harder to distinguish from human-created work.

Only 8% of Americans have high confidence that American companies will develop AI responsibly, according to the same Pew survey. That statistic is striking. It suggests that the public trusts the technology industry far less than the industry trusts itself. Despite billions of dollars in safety research and countless corporate statements about responsible AI development, most Americans remain skeptical. This skepticism could be a major obstacle for Meta’s plan. If users do not want superintelligence, they may simply ignore the new AI features, or they may actively seek ways to turn them off.

There is also a generational divide in attitudes toward AI. Younger users tend to be more comfortable with AI tools, while older users are often more skeptical. Meta’s apps have a broad demographic reach, including many older users who may be less interested in an AI assistant that seems to do everything for them. The company will need to navigate these differences carefully. A one-size-fits-all approach may not work. Some users will want the AI to be proactive, while others will find that invasive. Some will want detailed explanations of how the AI works, while others will just want it to get the job done.

Personal superintelligence: promise and peril

Zuckerberg’s vision of personal superintelligence has undeniable appeal. Imagine an AI that can help you understand complex medical diagnoses, draft a business plan, teach you a new language, or manage your finances. It could serve as a tutor, a personal assistant, a creative collaborator, and a decision-support tool all at once. For people without access to high-quality education, healthcare, or professional expertise, such technology could be transformative. It could level the playing field, giving ordinary people the same kind of intellectual support that was once available only to the wealthy.

Meta is already experimenting with some of these applications. The company has developed AI tools that can assist with coding, generate creative writing, summarize long documents, and even act as digital companions. Zuckerberg has talked about the possibility of AI that remembers context about your life and can help you make decisions based on your personal preferences. Over time, this could evolve into a persistent assistant that is always available, always learning, and always looking out for your interests.

But there are also serious risks. A superintelligent assistant that knows everything about you could be a privacy nightmare. It would need access to your messages, your location, your browsing history, and your health data in order to be truly useful. That kind of data collection would be a goldmine for advertisers, and it could also make users vulnerable to hacking or surveillance. Meta has faced repeated scrutiny over its data practices, and many people do not trust the company with sensitive personal information.

There is also the question of safety. No AI system is perfect. Even the most advanced models can produce false information, exhibit biases, or make mistakes in unexpected situations. If a superintelligent assistant is making decisions about your health, your finances, or your legal rights, the stakes become much higher. Who is responsible when something goes wrong? If Meta’s AI gives bad medical advice that causes harm, is the company liable? The answers to these questions are still unclear, and the regulatory landscape is only beginning to take shape.

Zuckerberg has acknowledged the need for safeguards, but he has also positioned Meta as an advocate for open-source AI. Meta has released several large language models under open-source licenses, allowing researchers and developers to use and modify them freely. This approach has won praise from some who see it as a way to democratize AI, but it has also drawn criticism from those who worry that open-source models could be used for harmful purposes. The tension between openness and safety is likely to become even more acute if Meta pursues superintelligence.

The road ahead for Meta and its users

Meta already has enough reach to put advanced AI in front of billions of people. The infrastructure spending, the massive user base, and the existing adoption of Meta AI all suggest that the company is serious about this vision. The next detail to watch is whether users gain meaningful control over the AI’s safeguards and limits, or whether they merely receive another Meta feature they never asked for.

Zuckerberg’s framing of personal superintelligence is carefully chosen. It sounds empowering, personal, and democratic. It promises to put the power of advanced AI into the hands of ordinary people, rather than leaving it locked away in corporate data centers. But the reality is more complicated. The same data centers, the same corporate decision-making, and the same advertising-driven business model will still be there. As the rollout continues, users will need to decide whether they trust Meta with such a deeply integrated AI. The public skepticism measured by Pew suggests that many are not ready to embrace it. Meta will need to earn that trust, not just claim it. That means being transparent about how the AI works, giving users real choices about its capabilities, and ensuring that safeguards are not just a marketing slogan. The future of personal superintelligence will depend as much on public confidence as on technical breakthroughs. Zuckerberg has the reach to put superintelligence in front of the world, but the world may not be ready to open its hands.
